Race Sanctioning

1.       Sanctioning

Part of Triathlon Ontario's mandate is to ensure safety and fair competition.  Race sanctioning is an integral part of that mandate. Sanctioning provides the guidelines and regulations to race directors for a safe and fair event in Ontario. 

Sanctioning is a good idea because it;

1.      Recognizes the race as safe and fair. 

2.      Includes a comprehensive insurance package

3.      Provides trained officials at the race

4.      Race exposure on the Triathlon Ontario website and other Triathlon Ontario publications

5.      Opportunity to apply for provincial championships and/or provincial race series

6.      Opportunity to apply for national championships and/or national race series.

2.       Sanctioning Information

The following provides some information on the sanctioning process in Ontario

Authority

Triathlon Ontario is the provincial governing body for triathlon, duathlon, winter triathlon, aquathlons and other multi-sport events in Ontario.  Triathlon Ontario has the responsibility to sanction these types of races in Ontario.  To ensure that our members are guaranteed safe and fair races, a race director with multiple events is required to sanction all events that fall under the Triathlon Ontario governance of multi-sport.

Purpose of Sanctioning

The purpose of sanctioning is to offer guidelines and assistance to race directors in providing a safe and fair event as well as to provide for the health, welfare and safety of its participants including competitors, race personnel, volunteers, officials and spectators.

Process

Sanction Forms for races must arrive, in Word Format, by the published deadline as outlined at the Race Directors meeting each fall. This allows time for the Technical Committee to meet and review the documents and for the insurer to issue the appropriate certificates.  These forms can be downloaded from the Triathlon Ontario website or by contacting Triathlon Ontario office for the electronic files.

Upon approval of the event and receipt of the sanctioning fee, the Administrator of Technical Programmes will advise the race director and provide the following information;

1.      Letter indicating that the event is sanctioned

2.      Post the event as a sanctioned race on the Triathlon Ontario website’s race calendar.

3.      a form to Request Insurance Certificates

4.      At a later date the race director will be informed of the name of the head official.

Sanction Fee Refunds

Partial sanction fees will be refunded as follows;

1.      If the race director voluntarily withdraws the race within 30 days of Triathlon Ontario’s receipt of the sanction documents, the race director will have the balance returned less $100 for the costs associated with sanction process.

No sanction fees will be refunded in the following cases;

1.      Failure to comply with the sanction documents submitted;

2.      Where the race official removes the sanction due to last-minute changes to the race causing the official to believe that the race is now unsafe based on these changes; and

3.      More than 30 days after sanction papers have been received.

Compliance

1.      Sanctioned events are expected to comply with Triathlon Canada and International Triathlon Union rules

2.      Sanctioned events are to verify that all competitors are annual members of Triathlon Ontario or have paid Day of Race fees.  With the exception of Nationally sanctioned events only full Triathlon Ontario members, as listed on the most current list of members on race day, will be exempt for paying Day of Race fees

3.      Sanctioned events will provide a complete list of all participants to the Triathlon Ontario office within 7 days of the event.  If complete results (including non-chipped participants) are available through an online timing company the race director will now be required to provide one.

Refusal

Sanctioning of any event in Ontario can be refused for one or a multiple of the reasons listed below:

1.   Poor past performance;

2.   Failure to meet sanctioning probation conditions;

3.   Concerns that the race management is not capable of meeting the Triathlon Ontario sanctioning/safety considerations, or other factors indicating potential problems in race operations;

4.   Insufficient time to process the sanctioning request;

5.   Incomplete sanctioning requests;

6.   Outstanding past requirements and obligations;

7.   Not being a member on good standing of Triathlon Ontario ie.  Fees outstanding from the previous season;

8    Failing to comply with conditions of sanctioning;

9.   Any other issue, which Triathlon Ontario deems, is a serious concern, which may affect Triathlon Ontario’s ability to obtain insurance coverage;

10. If the race is part of a ‘series’ offered by the same race management, all races must be sanctioned;

11. Such other matters as Triathlon Ontario may consider in preserving the reputation of the association and/or reasonable safety concerns.

Provincial Championships

Each fall, at the Race Directors Meeting, the process for securing Provincial Championships will be explained.  Only events sanctioned, with no conditions at the time of the deadline, will be eligible to host Provincial Championship events.  A list of all available Provincial Championships for the upcoming season will be made available each fall at the Race Directors Meeting.

 

3.       Review and Approval

This policy was approved by the Board of Directors on February 6, 2006 and will be reviewed annually.
